What is the best portable camcorder for under $300?

I want one that I can carry around on vacation or regularly even. I would prefer it to need memory sticks over internal memory so i don't need a laptop handy at all times to transfer the memory and extra battery packs available for purchase if needed. high quality, image stabilization, performance in low light, etc. Any and all responses related are much appreciated.
