Downloading ringtones to cell phone?

I'm with fido, and it says that it costs 5 cents / kb. I'm trying to download a ringtone that is 250 kb. does that mean I have to pay $12.50 for a measly ringtone? that doesn't make sense to me. can someone clarify this for me?
