Hard drive Format not working?

I created a boot disk, ms-dos on Windows XP Pro, it loads into dos but I am still not able to execute any commands properly, I try typing in "format c:" and all it says is "Bad command or file name" and it says this on any command I type. Some advice would be appreciated.
